NateTheHate was asked on social media whether GTA 6 is definitively coming on that proposed date. He indicated it is still tracking for November based on what he knows, and said the only reason that would change is if:

Take Two has also reiterated that marketing for Grand Theft Auto VI is set to begin this summer. Summer officially starts June 21, and Rockstar Games has not shared a new Grand Theft Auto VI update in more than a year.
In recent weeks, multiple titles have locked in September and October release dates, while publishers appear to be leaving a roughly two to three week window on either side of GTA 6 mostly clear. A Barbie game is among the exceptions. NateTheHate also still believes Red Dead Redemption 2 could receive next generation and Switch 2 versions.
